Topics of the annual conference: money laundering, case law and loot boxes
According to the organizer, the program of the annual conference is a mix of fundamental topics and presentations on specific subject areas. Top-class speakers are invited:
Sebastian Fiedler, MitGLIed of the Bundestag, will give a presentation on the topic of crime and money laundering. Criminal organizations and clans that organize illegal gambling and use the profits to launder money have long been a thorn in the side of the German authorities.
We continue with presentations on the legal situation. This is followed by a lecture on the topic of current case law on gambling law: law of arcades. This is done by Dr. Felix B. Hüsken, who is a judge at the administrative court in Düsseldorf. In recent years there have been numerous new laws and decisions regarding arcades and distance rules.
Prof. Dr. Jan-Philipp Rock, judge at the Hamburg Regional Court and at the same time a professor at the University of the Hamburg Police Academy, will then contribute with a contribution on the topic of current case law on gambling law: online gambling and secondary lotteries. Illegal lottery offers are a major problem worldwide and are being actively combated by the German authorities.
Lawyer Carsten Bringmann will then address an international topic and talk about current events from Luxembourg - selected decisions of the ECJ on gambling law, before Digital Policy Officer Frithjof Michaelsen will comment on the topic of loot boxes and opportunities for regulation under European law. The EU Parliament had already decided on measures against loot boxes in popular games in January.

Malta, player protection and addiction prevention are also discussed
Industry-relevant topics also await participants of the conference in the afternoon. Prof. Dr. Johannes Dietlein, Chair of Public Law and Administrative Studies at the Heinrich Heine University Düsseldorf, will give a lecture on the topic of The Maltese Gaming Amendment Act 2023 under scrutiny. The draft law “Bill No. 55” is controversial and is currently being examined by the European Commission for its admissibility.
There will be another lecture entitled Status of regulatory measures against illegal gambling offers by Nadja Wierzejeweseki. She is the head of the anti-illegal gambling and files department in the joint gaming authority of the states. Its mission is to regulate the German online gambling market and protect players from gambling addiction and manipulation.
The last two posts focus on the players. Attorney Dr. Sascha Vander will focus his attention on LUGAS – data protection vs. Player protection. LUGAS is a cross-border gambling supervision system that was introduced on January 1st, 2023.
Dr. Anke Quack, M. A. Head of the Competence Center for Player Protection & Prevention at Mainz University Medicine, will end the conference with her contribution Self-determination vs. Addiction prevention: lifting the player ban in the GlüStV 2021. The State Treaty on Gambling stipulates that players can submit an application to have their ban lifted early.
