Responsible for all types of gambling and sports betting
The gambling regulatory authority bears the name gambling regulatory Authority of Ireland (GRAI) [Link to English] and is intended to take on numerous tasks. She will not only monitor gambling in the country, but will also be responsible for issuing licenses.
The introduction of the authority was decided last year when the British government new gambling regulation law adopted. The old laws, some of which dated back to the 1930s, were replaced.
The introduction of the GRAI is intended to help better organize gambling in Ireland, ensure fair and responsible gaming practices and curb problem gambling. British Justice Minister Jim O'Callaghan, 57, is aware that there has to be a balance:
“It [the regulator] aims to meet the challenges of responsible gambling in 21st century Ireland by providing clarity to operators and consumers and taking a responsible approach to balancing the freedom of gambling with the safeguards that protect people from falling into addiction.” – Jim O’Callaghan, Ireland’s Minister for Justice
To ensure this, seven chairmen from a variety of industries, such as finance, addiction treatment and media, are said to have been selected to lead the GRAI.
The authority is responsible for monitoring all types of gambling. These included online and terrestrial gambling, sports betting, gaming and lotteries. The National Lottery is the only exception, as it is not intended to fall under the authority's remit.
Combination of security and freedom
Self-exclusion registers now exist in many countries (symbolic image). ©Foundry/pixabay.com One of the main concerns of the gambling regulator is to minimize the risk of problem gambling. The authority will take numerous measures to achieve this.
So far it has already been confirmedigt that the GRAI is a national self-exclusion register [Link to English]. Such registers have already taken effect in other countriesigt. The nationwide OASIS player ban has been in place in United Kingdom since July 1, 2021. Players can now also be entered into the restricted register online.
In Australia, more than 30,000 people signed up for the self-exclusion register within a year. In the UK it has Gambling block register Gamstop also recorded successes.
It was also announced that the gambling regulator would set up a social impact fund. Gambling companies should be obliged to pay into this fund. The money should then be invested in research, education and further training in order to avoid gambling-related damage in the future.
There will also be new regulations regarding gambling advertising. In the future, gambling and sports betting advertising will no longer be allowed to be played on television, radio or streaming platforms in Ireland between 5:30 a.m. And 9:00 p.m.
This change in the law is intended to protect young and vulnerable viewers. A European study showed in 2023 that around 30% of 16-year-olds in Ireland had died in the previous year took part in gambling.
The aim of these measures is to create a balance between security precautions for consumer protection and the freedom of players.
Regulatory authority associated with high costs
The establishment and work of the gambling regulatory authority are said to be associated with high costs for the British government. It is said that in 2025 alone, £ 1million was provided by the British state to run the authority.
EUR 4 million of this is said to have been invested in the technical development of the authority.
The sum of EUR 9.1 million is intended to enable the authority to introduce regulations, process requests for licensing and monitor that all providers comply with the new laws.
Impact on the industry still unclear
The GRAI is said to have already announced some of its future measuresigt. It is planned to introduce further regulations in the coming months. The granting of licenses should be made possible this year in order to build a controlled gambling market in Ireland.
Health experts, people from the gambling industry and MPs will be watching closely over the coming months to see how the authority's initial measures will impact the British gambling market. So far it seems unclear what effects can be expected on the industry.
