Høyre changes his view

After Finland paved the way for market liberalization in July, Norway has become the last country in Scandinavia to still cling to a gambling monopoly. But for a long time now an end to this situation is called for.

According to a report in the trade magazine iGaming Business, this could be the end of the monopoly situation in Norway be within reach [Article on English]. The Høyre party, currently the second strongest force in parliament, spoke out in favor of this.

The abolition of the gambling monopoly has been included in the new version of the Høyre Manifesto:

The current exclusive rights model should be replaced by a licensing model to increase government revenue and provide [more opportunities] to help people struggling with problem gambling. […] agreements and frameworks [can] be examined based on the experiences of Sweden, Denmark and Finland. – Excerpt from Høyre’s party manifesto, source: iGaming business

In the 2021 version of the manifesto before the last election, Høyre spoke out in favor of maintaining the monopoly and emphasized its importance for responsible gambling.

The current situation in Norway

Legal gambling is currently only offered in Norway by the providers Norsk Tipping and Norsk Rikstoto, which share the market for stationary slot machines , lottery games, online gambling, sports betting and horse racing.

In November 2023, the European Gaming and Betting Association (EGBA) advised Norway to switch from the current monopoly system to a licensing model for online gambling in order to counteract problems such as gambling on unlicensed websites.

Experts cite higher revenues for the state as a further argument for liberalizing the market. This money could be used, among other things, to promote social projects.

Governing party is against abolition of the monopoly

The currently ruling Arbeiderpartiet, which has the most seats in the Norwegian parliament, seems to want to maintain the current situation. It is currently in coalition with the Senterpartiet. The future of the coalition still seems to be open at the moment.

In addition to Høyre, the Framstegpartiet is also convinced of market liberalization. Together they do not yet have enough votes to enforce the abolition of the monopoly, but depending on the outcome of the next election (September 8, 2025), it could just be enough.

However, the NBO assumes that liberalization cannot be implemented immediately even if a majority is achieved. A transition period until 2028 is considered realistic.
