400 S$a year for online casinos
The specialist magazine iGaming Business reported that the Romanian Ministry of Finance had announced this at the beginning of last week the new fees for operators of gambling offers were presented [Article on English], which must be paid annually in the future:
- Online casinos: 400 S$
- Bingo on TV: 400 S$
- Sports betting (odds): 100 S$
- Lotteries: 100 S$
- Sports betting (Toto): 40 S$
- Stationary poker: 4 S$per club
- Stationary bingo: 4 S$
- Brick-and-mortar casinos: 0 S$per gaming table
- Stationary slot machines: 80 S$per machine
It is striking that the digital and highly scalable gambling offers in Romania are to be charged significantly higher fees than the brick-and-mortar business. This represents a contrast to Singapore, where online gambling is tax-privileged compared to arcades.
Romania's Prime Minister Marcel Ciolacu has announcedigt that he will not allow himself to be intimidated by any threats from the gambling industry:
I am convinced that the state authorities will clarify how these intermediaries want to pressure certain politicians to make decisions in favor of this industry, as has happened in the past. – Marcel Ciolacu, Prime Minister of Romania, Source: Romania Insider
The use of the money has also already been determined: 70% of the gambling fees collected would go into the state budget. The government will use the remaining 30% to cover the costs of responsible gambling initiatives.
The Romanian government also plans to increase fees annually. For example, the annual fees for slot machines will be gradually increased to 400 S$per device by 2025.
In addition, gambling companies will also be required to provide financial security to guarantee that they can pay their fees in the future.
This is how Romania is reforming gambling
The new catalog of fees for various gambling offers is just one measure with which the Romanian government wants to reform the gambling market.
Advertising for gambling should also be restricted and sometimes completely banned. For example, unwanted digital advertising will no longer be permitted in the future. In addition, poster advertising will also be limited.
Compared to the fees for online gambling, stationary providers would incur lower fees. However, the sale of alcoholic beverages must be stopped in casinos and arcades in the future.
Finally, the Romanian government has enshrined in law that gambling companies must have a tax residence in Romania in order to be able to apply for a license.
It is expected that the government's demands will be approved by the Romanian Parliament. However, it remains unclear how the new fee schedule could affect the legal gambling market in Romania.
In Singapore, some politicians have already expressed the suspicion that rules that are too strict for legal providers could indirectly strengthen the black market. It will therefore be exciting to see how the Romanian gaming providers react to the new licensing model and whether many licenses will be granted.
